Fake News vs. Real News: It’s Multidimensional
The problem of fake vs. real news is, unfortunately, not one-dimensional. We need to take into account whether the one that issues the news or publishes a statement about news that came out regards this news as desirable or undesirable. Naturally, an entity, such as newspaper or a government, can issue the news only if it is desirable. The statements under "undesirable" appear as a reaction to something first published by someone else; in fact, for undesirable news the best solution would be not to propagate it in the first place.
When governments or other organizations want to regulate fake news, there is a danger to mix different categories. For example, news that is RealButUndesirable may be represented as Fake and the news publisher is prosecuted and/or punished.
It would be, of course, interesting to think of other dimensions and examples.
